A government transparency watchdog in Washington has called for a criminal investigation into former FBI Director Christopher Wray. The Oversight Project has accused Wray of making false statements to Congress and obstructing proceedings in two significant cases.
The group is urging officials to look into Wray’s congressional testimony regarding the FBI’s Richmond memo, which exposed anti-Catholic bias, and his statements about a Chinese plot to distribute illicit driver’s licenses before the 2020 election.
In July 2023, Wray testified before the House Judiciary Committee about the FBI-Richmond memo, in which Catholics were labeled as potential domestic threats. During the testimony, Wray claimed he was shocked by the memo and ordered its removal from FBI systems.
The Oversight Project alleges that Wray’s statements were misleading or false. Rep. Tom Tiffany questioned Wray about the Richmond memo and a “Trump questionnaire” that circulated at the FBI, asking agents about their allegiance to the president.
The watchdog group pointed to comments made by Senate Judiciary Committee chairman Charles Grassley, who accused the FBI of using biased sources to target traditional Catholics. Grassley’s remarks suggest that there were more documents similar to the Richmond memo, contradicting Wray’s testimony.
The Oversight Project claims that Wray’s testimony obstructed proceedings before Congress, involved perjury, and false statements. Grassley revealed that there were additional documents similar to the Richmond memo and that over a thousand people had access to information suggesting the Catholic Church could be a terrorist organization.
The Oversight Project also cited concerns about Wray’s testimony on China’s 2020 election interference. Documents provided to Congress showed that China mass-produced fake IDs to influence the election in favor of Joe Biden. The criminal referral against Wray also mentioned the seizure of 20,000 counterfeit licenses by Customs and Border Protection in Illinois.
During a 2020 address to the Hudson Institute, Wray warned of the Chinese Communist Party’s threat to U.S. elections. The FBI and Department of Justice have not responded to requests for comment on these allegations.
