FIRST ON FOX: Senator Ted Cruz of Texas has put forth a bill that aims to identify and penalize groups and individuals suspected of funding and orchestrating “violent” and “extreme” protests conducted by Immigration and Customs Enforcement (ICE) and those with antisemitic motives across the United States.
The STOP FUNDERs Act was introduced in the Senate by Cruz, which would empower the Department of Justice to utilize the Racketeer Influenced and Corrupt Organizations (RICO) Act to levy conspiracy charges, asset forfeiture, and increased criminal penalties against organizations or individuals supporting or coordinating violent interstate protests.
“Every American has the right to express their views peacefully, but not through violence,” Senator Cruz told Fox News Digital. “Both domestic NGOs and foreign adversaries fund and exploit riots in the United States to undermine the safety and prosperity of Americans.

“My legislation will provide the Department of Justice with the necessary tools to hold them accountable, and I urge my colleagues to pass it promptly,” Cruz added.
In a recent incident in June, numerous protesters gathered on the streets of Los Angeles to demonstrate against President Donald Trump’s actions on deporting illegal immigrants and fortifying the border. Los Angeles authorities reported over $20 million in damages from the destruction of public buildings and expenses for additional law enforcement coverage.
Last week, the Department of Homeland Security disclosed an 830% surge in assaults on ICE officers.

Across various college campuses, there have been numerous antisemitic attacks that have disrupted student life and led to the cancellation of classes since the Hamas attack on Israel on Oct. 7, 2023.
The Anti-Defamation League (ADL) documented 2,637 anti-Israel incidents including harassment, assaults, protests, and other offenses on college grounds between June 1, 2023, and May 31, 2024, marking a 628% increase from the previous year.
These high-profile protests are suspected, though not verified, to receive financial assistance and guidance from external groups associated with domestic nonprofits and certain affluent individuals. The House Oversight Committee recently initiated an inquiry into the sources of funding for these protests and specifically mentioned Chinese billionaire Neville Roy Singham.

“Reports have indicated that Mr. Singham is the primary supporter of the Party for Socialism and Liberation (PSL), which has organized protests nationwide, including the riots in Los Angeles,” GOP Oversight members stated in a letter to Singham. “He has established an intricate network to transfer funds to numerous nonprofits, such as the ‘United Community Fund’ and ‘Justice Education Fund,’ which have minimal public presence.”
In a statement in 2023, Singham refuted the allegations made by The New York Times, stating, “The [New York Times] deliberately chose not to publish all the factual responses that I provided to them on July 22, 2023, before their publication date.”
“The [New York Times] has failed to uphold the principles of press freedom,” Singham emphasized. “I completely disavow and reject any claims of wrongdoing and wish to clarify the facts.”
Fox News Digital attempted to contact Mr. Singham for his comments but did not receive a response in time for publication.
The STOP FUNDERs Act will now move to committee for further deliberation and the legislative process to begin.

The Senate GOP-sponsored bill is jointly supported by Senator Mike Lee of Utah, Senator Tom Tillis of North Carolina, Senator Josh Hawley of Missouri, Senator John Cornyn of Texas, Senator Tommy Tuberville of Alabama, and Senator Bill Hagerty of Tennessee.
