ICE Boston convicts man with multiple deportations

A man who illegally entered the country during the Biden administration after being deported three times before has been found guilty, according to Immigration and Customs Enforcement.

Santo Beato Aybar-Aybar, 49, was last deported on Sept. 21, 2021, and returned without being “inspected, admitted, or paroled” by immigration authorities.

The Dominican national was apprehended by ICE Boston and pleaded guilty in federal court in June.

“Santo Beato Aybar-Aybar repeatedly showed a blatant disregard for U.S. immigration laws, leading to his conviction for illegally reentering the country after deportation,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde in a statement on Sunday.

“We will not tolerate criminals circumventing our immigration laws and seeking refuge in our communities. ICE Boston will continue to prioritize public safety by apprehending and deporting illegal alien offenders from New England neighborhoods.”

Aybar-Aybar faces a potential sentence of up to 20 years in prison, a $250,000 fine, and three years of supervised release when sentenced on Sept. 11.

After serving his prison term, he will be deported once again, as stated in an ICE press release.

ICE Boston has been active under the Trump administration, often clashing with local Democrats.

Boston and other cities in Massachusetts are considered sanctuary cities, with laws that restrict local authorities from cooperating with federal law enforcement on certain immigration-related issues.

On July 17, ICE Boston announced the conviction of Guatemalan national Manuel Ruiz-Luis, 52, who had been deported in April 1996 and March 2012 but returned to the country illegally at an unspecified time.

ICE Boston noted that Ruiz-Luis, who resided in New Bedford, had prior criminal convictions for “operating under the influence” and driving without a license on four occasions. Ruiz-Luis will be sentenced on Sept. 18 and could face two years in prison, a $250,000 fine, and a year of supervised release before being deported.

“Furthermore, Ruiz-Luis endangered law-abiding residents by driving under the influence of alcohol. ICE Boston will continue to prioritize public safety by apprehending and deporting criminal alien offenders from New England neighborhoods,” Hyde stated.
